Project to Establish Foundations for a Teacher Education College

Cambodia’s Industrial Development Policy, 2015-2025, stressed the importance of producing a quality industrial workforce to meet the needs of industries and create high value-added industries with strong international competitiveness to accelerate the economic development of the country. In response to this national goal, the Ministry of Education, Youth and Sport (MoEYS) has been promoting educational reforms to produce quality human resources.
The Teacher Policy Action Plan (TPAP), developed under the Education Strategic Plan 2014-2018, promotes comprehensive reforms to address wide-ranging issues related to teachers. One of the biggest challenges facing the TPAP is to upgrade the basic education teacher qualification from high school + 2 years of pedagogical training to (at least) bachelor's degree in education. MoEYS is planning to prepare teacher education programs for the new qualification and establish Teacher Education Colleges (TECs) in Phnom Penh and Battambang in 2018 to provide four-year teacher education.
Against this background, MoEYS requested JICA to implement this Project to Establish Foundations for TECs (2017-2022) that support formulation of a strategic plan for teacher education, developing four-year teacher education curriculum and syllabuses, and developing the capacity of TEC directors and lecturers, so that the TECc can provide teacher education on par with that of advanced ASEAN countries.
