Decentralization and Reform of Haiti's Vocational Education System

The project seeks to establish a new beginning for Haiti's vocational and technical training sector. Existing arrangements whereby the private sector has been the prime player in delivery systems with the Government attempting to address interstices on a piecemeal basis have not been met with success. In an effort to ameliorate this situation, the project seeks to invigorate the sector through the provision of enhanced institutional structures, market-oriented normative approaches, and more vibrant links between and among trainees, trainers, and, ultimately, potential employers. Recognizing current limitations, particularly in relation to worker competence, the Government has drafted a strategic National Plan for Education and Training that addresses both primary education and the training sector in general. In the training context, the core of the plan envisages initiatives for Government cooperation with the private sector and civil society as a whole, able to operate autonomously in cooperation with private facilities, in a mutual drive to satisfy market-led demand, will be effected. Decentralization of delivery systems will be spearheaded by the National Council for Professional Training (CNFP). The terms of reference focus on the establishment of a Secretariat for CNFP that will be charged with operational matters, while the qualitative and coverage considerations will be vested in a re-energized National Professional Training Institute (INFP). Overall, the TOR is subdivided into task areas covering management consultancy, diagnostic/management audits of training centers, business plans, and a publicity campaign.
