EXTEC and Japan Highway Agency (JH) was working to introduce a new pavement management system in order to maintain the Japanese highway network more efficiently, and wished to examine the feasibility of using HDM4 software for planning and evaluating road pavement maintenance works in the network. The main objective of the study was to calibrate HDM4 models, such as the road deterioration model, the road user effects model, and social/environmental model for Japanese expressways. This study also aimed to: (i) review the model in HDM4; (ii) survey HDM4 usage in other developed countries; and (iii) to execute HDM4 simulation using real road data.
