As a result of growing car ownership, the demand for parking in the city center is rapidly increasing and demand far exceeds available capacity. This results in wholesale parking on sidewalks, which adversely affects safety and the inner city environment. Furthermore, the shortage of parking spaces may inhibit the economic development of the city center in the long-term. The City is interested in investigating options for the private sector to participate in managing on-street parking in the city center, on the basis of a joint-venture or concession, or through privatization of the municipally-owned Car Parks and Garages Company (CPG). PADECO was responsible for: (i) analyzing the existing parking supply and demand in the city center of Sofia, and the current organization and effectiveness of parking management and enforcement; (ii) recommending a Parking Strategy, to include future levels of on- and off-street parking supply and related traffic; and (iii) producing an Action Plan, including recommendations to increase parking supply and improve utilization of existing spaces and the associated organizational and financing structures.
