Special Assistance for Project Formation (SAPROF) for the Tourism Development Project (Phase II)

The objective of the Project was to develop tourist infrastructure along the Buddhist Circuit in the state of Uttar Pradesh with due attention to employment generation for local communities and overall regional development. The objective of the SAPROF Study was to assist the formation of the Project by providing recommendations for project sustainability, and by preparing the action plan for project implementation. To achieve the objective, the Study dealt with the following four items: (i) choosing subprojects and prepare an Implementation Programme for the Project; (ii) elaborating on programmes for the participation of local communities in tourism, and the cooperation between Japanese local governments, Indian NGOs and local governments; (iii) proposing an adequate setup for the Project implementation, operation and maintenance, effective use of funds, and sustainability of the Project; and (iv) proposing an effective strategy for tourism promotion.
