The consultants undertook a comprehensive study of the tourism sector in ASEAN countries that analyzed and assessed developments and trends, SWOT (strengths, weaknesses, opportunities, and threats), and policy measures. The core objectives of this work were to gain a clear understanding of the tourism sector in ASEAN, particularly in relation to recent trends and developments at the global, regional, and country levels. From this baseline, recommendations for future actions, policy enhancements, and implementation proposals were made. The consultants then undertook a structured review of an existing Roadmap for the integration of the tourism sector, as adopted by ASEAN in November 2004. The review included several stages to develop a clear understanding of what was initially intended, what has been achieved to date, what constraints and difficulties have been encountered, and what were the prioritized possibilities for enhancement. The Roadmap was then fully revised by the consultants based on the study findings.
