Study for Project Formulation on Higher Education Sector Program Loan

As Indonesia aspires to strengthen its industrial competitiveness under intensified globalization and economic deregulation, higher education and human resource development are given an increasing higher priority. Due to these priorities, GOI has made an effort to build up higher education and has been preparing several plans (RPJM04-09, HELTS03-10, and RESTRA05-09) to address concerns such as limited access, poor quality of education and research, poor relevance to industrial and regional needs, and inefficient management in higher education institutes. While several block grant programs have been carried out by GOI with support from WB and ADB to foster its reform, DGHE is planning a comprehensive program (competitive block grant, capacity development, etc) using JBIC Yen Loan to accelerate and consolidate the enhancement of education and research quality of higher education. As Yen Loan Project Formation Study, PADECO carried out the following activities: The objective of this study was to (i) confirming the necessity and background of the project based on the current situations, issues, policies, and higher-level government plan, (ii) confirming and examine the relevance of the project contents, and (iii) promptly and appropriately advancing the project formation, including examination of appropriateness of the project scope, execution, implementation, and operation and maintenance plans and systems.
