After a comprehensive peace agreement with Maoist rebels in 2006, the Federal Democratic Republic of Nepal has been developed a new national polity and including a democratization process at the central level. However, at the local government (community) level, disputes regarding resources and development support have surfaced. Also, differences among communities sometimes lead to large disputes. Under such conditions, a predecessor project assisted development of capacity for community mediation in 20 Village Development Committees in two pilot districts (Sindhuli and Mahottari). Also, it a opened Community Mediation Center (CMC) and created a training module and textbook for community mediators. This project reinforced the ability and mechanisms of the counterpart Ministry of Federal Affairs and Local Development to rollout community mediation service for local residents.
