Evaluation of Health and Medical Care System Project in Santa Cruz

The Japanese Government has been providing the technical assistance to Santa Cruz Hospital, which was established in 1986 with the assistance of the Japanese Government. This project-type technical cooperation aimed to establish the medical care system in which the hospitals and health stations in the region collaborate efficiently and effectively. Six months prior to the completion of the project, the evaluation mission was sent to Bolivia to evaluate its progress and suggested the future activities. TOR for a consultant was to analyse the positive/negative factors that impacted the project and summarize the outcome of the study mission. The PADECO consultant evaluated the project and prepared recommendations of necessary further measures to strengthen the institutional capability of the Training Center. The evaluation involved: (i) assessing the appropriateness of the facilities, equipment, counterpart personnel, and curriculum; (ii) measuring the level of attainment of project goals; (iii) determining the effectiveness and impact of the project; and (iv) evaluating project sustainability.
