Special Assistance for Project Formation (SAPROF) for Solid Waste Management in On-Nuch Plant in Bangkok, Thailand

The amount of waste generated in Bangkok Metropolis has been rapidly increasing. The need to develop new landfill sites, however, was difficult to meet due to the decrease of appropriate sites and neighborhood opposition against such development. Consequently, this situation obliged the Bangkok Metropolitan Administration (BMA) to urgently take measures to reduce the final waste disposal amount. The Government of Thailand, therefore, requested a Yen loan from the Government of Japan for the development of integrated municipal solid waste management (MSWM) facilities, including incinerator, compost, and sorting plant for Bangkok Metropolis. In response to the request, JBIC dispatched a SAPROF study team to carefully review the whole MSWM master plan with due consideration of the technical, social and environmental aspects, and public participation. Extensive stakeholder consultation and surveying were a significant element of the project.
