Recovery, Rehabilitation, and Development Project for Tsunami Affected Area of the Southern Region

The tsunami in December 2004 caused serious damage in Sri Lanka. JICA implemented this project based on the results from a master plan study for reconstruction. The terms of reference for the project included: (i) a survey of damage in the Southern Region and activities undertaken by other organizations in the Southern Region; (ii) reconstruction of fishery harbors; (iii) rehabilitation of the fishery communities; and (iv) preparation and implementation of recovery, rehabilitation, and development programs for townships. PADECO was responsible for overall project management, the survey of damage and activities undertaken by other organizations in the Southern Region, and preparation and implementation of recovery, rehabilitation, and development program for townships. For the last item, PADECO designed two pilot projects for small-scale industry and refugee camp management, incorporating the views of affected people as well as Japanese experience.
