Transport Sector Development Strategy

The Government identified a great need for the development of a new strategy in order to respond to transport demands effectively and address both positive and negative aspects of transport improvement, particularly the road subsector, which is the predominant transport mode in Armenia. The consultants: (i) prepared a comprehensive and analytical review of the status of the transport sector in Armenia, including urban transport; (ii) identified the long-term challenges and opportunities for the transport sector; (iii) reviewed the Government’s initiatives and prepare recommendations; (iv) reviewed the impact of sectoral and thematic issues affecting the transport sector; (v) reviewed the transport links, and intermodal transport and trade facilitation opportunities and constraints, including the logistics sector; (vi) reviewed transport financing and financial management capacity of Ministry of Transport and Communications (MOTC) and the management capacity of the Armenia Roads Directorate (ARD); (vii) conducted consultations on the development of the transport strategy including road maps for the transport sector as a whole and each subsector; and (viii) prepared a long-term (2009-2019) transport sector development strategy for Armenia.
