Republic of Indonesia Special Assistance for Project Formation (SAPROF) for the Development Project of Institut Teknologi Bandung

In the 1990s, Japan’s ODA loan project aiming the enhancement of education and research capability of Faculties of Civil Engineering, Mining Engineering, Industrial Engineering and Science had been implemented twice at Institut Teknologi Bandung (ITB) that has played a key role for Indonesian industrial development.. However, faculties excluding from those previous loan projects and Faculties corresponding to emerging new fields have not yet been enhanced. In order to strengthen industrial international competitiveness, the holistic development approach is still needed. After becoming a state-owned legal entity in 2000, the ITB has been expected to enhance the quality and quantity of education and research to increase self-income through industry-academia-local linkages, and to improve management system more efficiently. Since nano science technology is particularly expected to bring the synergistic effect on the existing as well as emerging academic field, research and human resource development of this field is urgently needed. Based on the background above, the Development Project of ITB (III) aiming qualitative and quantitative expansion of education and research of ITB by enhancing its research facility and capacity, as well as University-Industry-Community Linkages, and thereby contribute to the development of: 1)human resources who will be the core of the industry and academic research; and 2)the nation’s industry and its competitiveness in the world was planned. The Special Assistance for Project Formation was conducted for review and development of the flexible and objective project formation. The objective of this study is to (1) confirm the necessity and background of the project, (2) design the project, (3) plan the implementation, management and maintenance arrangements.
