The Japan International Cooperation Agency (JICA) had supported the Project of Improvement of Educational Achievement in Science, Technology, and Mathematics in Basic Education Project (STM Project) between Year 2000 and 2005 and the Project to Support the Operationalization of the In-Service Training Policy (INSET Project) between Year 2005 and 2008. The INSET Project fulfilled its purpose of establishing a structured and replicable INSET model in Science and Mathematics for primary school teachers, and piloted in ten districts. The capacity of stakeholders to implement and institutionalize INSET has been developed, paving the way for nationwide expansion. Building on the achievements of these projects, the Government of Ghana (GOG) initiated a nationwide expansion of INSET beginning 2009. The project supported Teacher Education Division / National INSET Unit (TED/NIU) in the preparation of nationwide INSET plans. Although the GOG initiated implementing the plan developed, there was a need to monitor progress of implementation and change of external conditions, as external condition change continuously.
