The first component included a detailed review of the Armenian road sector, the development of a road sector map, and preparation of the investment program (including developing sub-project selection criteria, the framework financing agreement and an institutional development plan). The second component includes numerous tasks, including the following: (i) conducting all necessary surveys for the project roads; (ii) preparing preliminary designs; (iii) preparing bills of quantities, unit prices, contract packages etc.; (iv) preparing detailed construction specifications; (v) preparing implementation/design and monitoring arrangements; (vi) justifying the project economically (including estimating project benefits); (vii) undertaking financial analysis for the project roads; and (viii) carrying out environmental, social and resettlement impact analysis and assessments.
