Georgia is strategically located as a country connecting Europe and Asia. Given its potential to for economic relations, trade and transport communication in Georgia and in the wider region, development of the East-West Highway is a top infrastructure priority for the Government of Georgia. JICA is planning to fund part of the East-West Highway in Georgia (the section between Zestafoni and Samtredia) and engaged PADECO to make more a detailed study of Samtredia city and the surrounding area which is a particularly complicated area. One of the reasons for this is that the proposed route of the highway runs close to the Rioni river, which runs very fast, often causes floods in the area and has caused scouring and erosion towards the city.
