Broadening Regional Initiative for Developing Girls’ Education (BRIDGE)

Since the Government of Yemen has been promoting decentralization since 2002, importance has been placed on decentralization and community participation in education. The Ministry of Education and the Taiz Governorate, with technical assistance from JICA, successfully undertook a pilot project in the Taiz governorate to develop an effective whole school development model to promote girls’ education, participatory school management, and decentralized educational administration. The project objective was to develop the capacity of the Ministry of Education to expand the whole school development model developed in the pilot project to other governorates in the country. The project’s major outcomes were (i) development of unified guidelines, (ii) trial implementation of the model by the Ministry in the Dhamar governorate, and (iii) capacity development of the Girls’ Education Department of the Ministry of Education. PADECO was responsible for: (i) technical and coordination support for the unification of the guidelines; (ii) developing the governorate implementation plan; (iii) preparation of a training plan; (iv) support for training implementation; (v) monitoring and evaluation; (vi) support for school improvement activities at 70 schools in the governorate; (vii) training of staff members of the Girls’ Education Department; and (viii) coordination with relevant stakeholders of the Ministry, governorate, and other development partners.
