Human resource development in industry sector is prioritized in the Growth and Poverty Reduction Strategy II for achieving better social and economic growth in Ghana. The Ghanaian government introduced TVET policy adopting the Competency Based Training (CBT) approach and established an organization known as the Council for Technical and Vocational Education and Training (COTVET) in 2007 to coordinate various aspects of TVET. JICA launched this technical cooperation Project “Technical and Vocational Education and Training Support (TVETS) Project” with COTVET as the major counterpart within the period from April 2007 to March 2011. The objective of the project is to strengthen implementation capacity of COTVET and its related institutions for introducing CBT, leading to forming a National TVET Qualifications Framework and Qualification Accreditation System under COTVET. The Project has three CBT Piloting courses on three areas of mechanical engineering, i.e., electric /electronics, welding and plant engineering.
