Study for Introduction of PPP for Sewerage Facilities in Hanoi

Hanoi has been suffered from deterioration of its water environment as a result of insufficient wastewater treatment and an increase in water pollution due to urbanization and industrialization. Japan has continuously supported water environment improvement in Hanoi through official development assistance (ODA) since 1997. With the expansion of sewerage services, appropriate management of sewerage services has been become more important to sustain system performance, ensure customer satisfaction, and secure financial aspects. This survey compiled the following outputs: (i) development of an approach for streamlined operation and maintenance in the existing sewage treatment plants; (ii) creation of a framework for applying an integrated operation and maintenance services at the Yen So and Bay Mau wastewater sewage treatment plants with maximum application of a public-private partnership (PPP) scheme; and (iii) formulation of a financial plan with a sewerage rate structure to ensure the sustainability of the Hanoi sewerage services.
