Secondary Education Sector Development Program (SESDP)

The Secondary Education Sector Development Program (SESDP) was the first education sector development program in Viet Nam. It was comprised of a program loan and a project (investment) loan and improved student learning outcomes through three outputs: (i) effective and accountable management of secondary education, (ii) improvements in quality to enhance international competitiveness, and (iii) better access and equity for disadvantaged groups. The activities of the SESDP activities included: (i) updating the master plan for the sector; (ii) establishing standards and accreditation procedures for secondary schools; (iii) upgrading, certifying, and improving human resource management of teachers; (iv) strengthening systems for assessing student learning, and curriculum and textbook development; (v) improving use of ICT and the quality of foreign language teaching; (vi) supporting gifted students; (vii) improving continuing education; (viii) improving access for disadvantaged groups, including the physically disabled; (ix) testing a conditional cash transfer mechanism; and (x) enhancing capacity to implement and monitor programs.
