Project to Develop Inclusive City Government for City Corporations (Infrastructure and Governance Capacity Development Component)

Bangladesh has experienced rapid urbanization since its independence. However, the development of its urban infrastructure has not kept pace with demand, resulting in an acute shortage of urban infrastructure and basic public services. Therefore, the Government of Bangladesh requested the Government of Japan to implement a technical cooperation project to enhance governance and fiscal capacity in four City Corporations (CCs) by improving their public services through infrastructure development. This project initially identified the appropriate functional and institutional structures for the Narayanganj CC, Comilla CC, Rangpur CC, and Gazipur CC, to assist them in meeting the demands of their citizens for better urban governance and infrastructure development. The project contributed to further enhancement of economic growth potential and quality improvement of life of residents in each city. The major outputs of the project included the following in each CC: (i) an institutional structure reform program; (ii) a fiscal and administrative reform program; (iii) an infrastructure development plan, (iv) basic design of infrastructure priority projects ; and (v) accumulation of inclusive development planning practices technical transfer from the project implementation team.
