Ship recycling is an industry that reuses steel from ships and also plays an important role in the shipping industry by replacing old fleets and eliminating substandard fleets. India accounts for about 30% of total global ship recycling volume, with 97% of this amount processed in Alang/Sosiya in Gujarat State. While ship recycling entails the elimination, control, and disposal of flammable gases, environmental pollution from hazardous materials and poor working conditions have been recognized as a serious concern and accordingly the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships was adopted in 2009 under the auspices of International Maritime Organization (IMO). This survey was carried out to propose a project scheme for the implementation agency based on the collection of data and information necessary for formulation of an official development assistance loan project. The major services PADECO provided included (i) an environmental and social impact survey, (ii) forecasting of the demand for improvement of ship recycling facilities; (iii) specification of adequate facilities and procedures to comply with the 2009 Hong Kong International Convention; and (iv) identification of the obligations of both Japan and India in implementation of the project.
